DA Emfuleni mayoral candidate Kingsol Chabalala says the arrest of seven municipal employees exposes deep systemic failures within the municipality. The suspects are accused of fraud and theft after allegedly accepting payments from residents to illegally reconnect electricity.
Chabalala blames weak internal controls, a lack of political will and poor consequence management. He says employees accused of wrongdoing are often allowed to continue operating without facing proper disciplinary action.
