JOHANNESBURG – The South African Local Government Association (SALGA) wants changes to local government structures to improve service delivery and restore public trust in municipalities. The organisation is proposing simpler municipal systems as part of the Review Draft White Paper on Local Government.
SALGA is also calling for competency tests for ward councillors. Chief Officer for Intergovernmental Relations and Municipal Resilience, Lance Joel, says councillors should meet more requirements than just being over 18 years old and a South African citizen.
